Sheriff Richard Mack is the founder of the Constitutional Sheriff And Peace Officer’s Association (CSPOA) and established the County Sheriff Project movement, both of whom reaffirm the constitutional power of the Sheriff to refuse and enforce unconstitutional laws. Richard Mack s known for his leading role in the United States Supreme Court victory in 1994 for State Sovereignty. Sheriff Mack has also authored numerous books on this topic, as well as other topics on the U.S. Constitution.
